I’d go with ThemeForest too.
If you’re a developer, check out starter themes like Underscores—they’re free. For plugins, stick with the official WP plugin directory or premium ones that suit your client’s needs. Make sure to include the cost of premium plugins in your quotes so you’re not shortchanging yourself. Trying to be ‘cheap’ doesn’t work in the long run!

Kadence theme and Kadence Blocks are great options for building sites for free. You can also add other free plugins for extra functionality. A quick Google search can help with other ideas too.

I agree. Kadence is lightweight and has a lot of features.
I’ve been using Beaver Builder for about 10 years, and it’s great. One license works for unlimited sites, and I’ve never had any problems.
ThemeHunk has some nice options.
